Principal Achievements:

1.Bilingual Signage

•  Bilingual agency name plates, floor plans and 29 internal unit and direction signs were installed.

•  Bilingual labelling of signs in public service areas was completed in 2003.

2. Bilingual Services

•  BAPHIQ introduction booklet, multimedia introduction VCD, pamphlets and publications were produced in both Chinese and English; Seventy-one kinds of laws and regulations were translated into English.

•  Bilingual telephone service is provided. BAPHIQ staffs also offer services in both Chinese and English.

•  Staff identification cards, name cards and desk name plates have been made bilingual since 2003.

3. Training for English proficiency

•  The staff who passed English test has reached to 25.21percent . Forty positions are designated to require English qualifications and accounted about 29.2 percent of the total positions.

•  English conversation courses were offered to the staff and taught by American teachers. The staff also formed the English study group by themselves to practice English conversation in order to enhance their English abilities.

•  BAPHIQ was selected by The Central Personnel Administration, Executive Yuan as the Bench-marking English group and participate in the English Achievement demonstration Show by presenting an English drama about animal and plant inspection and quarantine.

4. Bilingual websites

•  Bilingual flow chart for the application for quarantine inspection of animals, plants and their products, application forms, news, laws and regulations, and statistic yearbooks are posted on BAPHIQ website.

•  A Chinese-English glossary of professional terms is provided.

5. New Initiatives

•  Active participation in international organizations activities helps enhance BAPHIQ staff's English communication abilities. Example are participation in WTO/SPS committee meetings, holding of red imported fire ant control seminars, APEC symposium on the management of the golden apple snails, 3 rd OIE meeting on FMD control in East Asia, and 13 th TECRO-AIT sanitary-phytosanitary and agriculture standards working groups consultation and sending quarantine officials abroad to conduct on-site inspection 12 times during the period of 2004.7 to 2005.6.

•  English news and vocabularies are posted to enhance English written abilities.
