Principal Achievements:
1. Bilingual Signage:
All signs in the four buildings and on the grounds of the Ministry of Examination are now in both Chinese and English. Some 2,300 individual signs have been designed and installed, including even the menus at the National Examination Center food court.
2. Bilingual Services:
Callers to the Ministry seeking examination information access a bilingual automated operator system that directs enquires in both Chinese and English. A bilingual telephone reception pamphlet is also available to help staff respond accurately to enquiries from abroad regarding professional and technical examinations. For the convenience of visitors, meanwhile, a map in English has been produced showing the vicinity of the National Examination Center and the transportation routes serving it.
3. Training for English proficiency:
Professional instruction in English for civil service purposes has been incorporated into the Ministry's annual training programs, and language classes are offered that are tailored to official duties. The graded program encourages staff to study English, while material incentives are awarded to personnel registering progress in objective assessments. Supporting this, an English lesson is broadcast every day over the intercom and bilingual posters featuring job-related vocabulary and sentence patterns are posted daily in the elevators to enhance the presence of English in the workplace. A reference handbook has also been written up for personnel conducting facility tours for foreign guests to assist in explaining Ministry functions and operations.
In addition to these initiatives, an International Affairs Knowledge Community has been established to serve as a platform for sharing knowledge across our internal network, particularly international information pertinent to our examination functions, while a Foreign Affairs Unit actively promotes exchange with parallel organizations in other countries. Finally, internal variety shows with a humorous touch highlight staff achievements in boosting their English proficiency.
4. Bilingual Website:
An English section on our website provides obstacle-free access to timely and accurate information on national examinations and related aspects of our work. It also hosts a bilingual glossary of examinations terminology.
5. New Initiatives:
The Ministry of Examination has actively participated in efforts to promote mutual recognition between the professional and technical licensing systems of Taiwan and other countries, so as to advance Taiwan 's integration into the global economy. For example, a bilingual seminar on medical education and techniques for drafting physician examinations was held this year aiming to bring our medical licensing procedures in line with international standards. The Ministry has also joined the International Public Management Association for Human Resources and the International Association of Medical Regulatory Authorities, and plays an active role in their activities. Locally, meanwhile, English has been incorporated as a required subject in junior and senior civil service examinations so as to ensure greater English proficiency across the board among incoming government employees, and the procedures for foreign nationals to sit our physician examinations have been simplified through the provision of an English-language applications interface. Finally, examination score notifications for tour guides and tour managers are now provided in bilingual format to facilitate their applications for licenses abroad.
